抄録	研究成果の概要 (和文) : 日本の少子高齢化による人手不足によって、日本の移民政策も大きな変化を見せている。外国人専門技術職は、外国人高度人材としてポイント制度が創設されたが、日本の大企業の雇用慣行と矛盾が生じている。中間技能者は2018年の特定技能制度の創設により、技能実習生の雇用延長のような形で確保策が実施された。外国人低熟練労働者は、現在でも技能実習生と日系人が中心であり、両者の雇用ポートフォリオが雇用主である企業によって策定されている。生産性の高い優良製造業であっても、最早、外国人労働者への依存は不可避となっている。
抄録	研究成果の概要 (英文) : The aging population of the Japanese society has forced to change an immigration policy of Japan. Firstly, in order to acquire highly-skilled immigrants, point-based system was introduced, but the system is rather incompatible with the Japanese employment system among large enterprises. Secondly, as for middle-level skilled workers, "Specified Skilled Workers System" was set up in 2018. Those specified skilled workers has increased with the spread of Covid-19, when newly hired technical inters could not enter Japan. Thirdly, technical interns and Brazilians of Japanese descendants are still only sources for providing low-skilled workers. Most Japanese enterprises make a portfolio between technical interns, Japanese Brazilians and moving production sites abroad. Even those enterprises which operate with the cutting-edge of technologies, cannot hesitate to employ large number of foreign workers.
