抄録	研究成果の概要 (和文) : これまで技能実習生は低賃金の単純労働者とみなされて、衣料産業のような衰退産業の延命のための労働力として扱われてきた。しかし、2010年の入管法改正後に彼らが労働法上の労働者としての地位を獲得して雇用コストが高まったので、雇用主は彼らに一定の技能を求める一方、賃金上昇に伴って職場の労使関係の悪化も見られた。機械産業でもリーマンショック後は日系中南米人の代替労働力として技能実習生の雇用が増大した。彼らは生産コスト削減のために、職務内容は単純でも、一定のスピードが要求される職務に従事していた。両産業では、技能実習生は従来の低賃金・単純労働者から一定の技能と生産性を持つ労働力として雇用されていた。
抄録	研究成果の概要 (英文) : Japanese technical interns are used to be regarded as replacement labor force of Japanese workers in labor-intensive industries such as a garment industry. Their introduction is feared to prolong declining industries which should be otherwise eliminated in the course of time. But the Reform Act of Immigration Law of 2009 changed the status of technical interns as such that their employment costs increased. And after the world economic crisis of 2008, a machinery industry in Japan began to replace Japanese-Brazilians who decided go back their home country with Chinese or Vietnamese technical interns. They are requested to perform productive performance at production sites. In conclusion, technical skills’ levels of recent technical interns are not so low as those of technical inters in previous days.
