In Japan we have fish-eating culture for long time, but it is said that today Japanese people gradually like to take meat rather than fish. On the other hand, industry of the fishery has rapidly declined and the rate of import of fishes is increasing. Now many regions of fishery are confronted with the crisis of succession of fish-eating culture. In this paper, is focused community learning network for succession of fish-eating culture in the region of Shonai in the prefecture of Yamagata, and are argued following points from the regional survey. (1) How is it possible to spread fish-eating culture as concern of a local resident and to be succeeded by the next generation widely? (2) What was the idea of training leaders for cultural activities of succession of fish-eating and how have they worked for this aim? (3) What kinds of people are authorized as leaders and what kinds of professional background they have? (4) How-local governments have collaborated for promoting the community learning process for fish-eating culture? It is suggested that local cultural policy of the Region of Shonai for succession of fish-eating is one of the model of construction of community leaning network.
