It is extremely difficult to decide when Japanese old and ancient state was formed. It is said that it was formed the state for the first time that represented the whole country when the Yamato state adopted the system of centralized administration established under the ritsuryo legal codes. This was modeled after the legal codes that were carried out in China at that time. Before these legal codes were adopted, Yamato state government was a just regional political authority. It is also difficult to judge how the government regulate the whole country in the ancient Japanese state. This is the matter of reign. In terms of the reign in the ancient Japanese state, some student of ancient Japanese history say that it was the asian style despotism by an emperor, others say that it was the bureaucracy by aristocrats. How Kojiki describe the reign ? I would like to investigate this matter through Kojiki. There are many words relate to the reign in this book. I intend to inquiry into this theme in such a way that I choose four words from kojiki and analyze what meaning these words indicate. Four words : Maturigoto, Shirasu, Kotomuku, and Kikoshimesu. These words contain political consciousness of ancient Japanese. I try to make it clear the political consciousness in old layer of Japanese thought through analyzing these words.
