Media and Information Literacy Education based on Cross-CulturalCommunication(CCC-MILE)practice is not only based on analyzing andcreating media, but also communication and collaboration. CCC-MILE theoryhas 5C's elements. They are Critical thinking, Creation, Communication,Collaboration and Citizenship.I have an international exchange project between Japan and Cambodia'selementary schools. In the project, there are three stages: correspondence,communication, and collaboration. In correspondence level, the mostimportant objective is to produce the message or to read media criticallyrather than exchanging cultural activities, though they may exchangevarious information by internet each other.Depending on children's developmental stages, they are learning thepower of expression and/or imagination. And also they should learncollaborative learning when they do some of the projects. Moreover, they areable to learn the reading comprehension through the study that reads themedia message from the image that others produced.The most impressive thing is that both Japanese and Cambodian childrenstart singing and playing together spontaneously. It happened by chancewhen Japanese children song "Do-Re-Mi", then some Cambodian childrenplayed accordion and flute because they may know it without asking them.Though it was an internet communication, we think there was acollaboration stage that both Japanese and Cambodian children madebeautiful music together.At the stage of collaboration, children in different nationality or culturalbackground share the same objectives and work each other to create works.To do this, children need inter-cultural communication, respect differentculture, and create new value.Though reaching the collaboration stage is not easy; however, I think thatone of the ultimate goals for CCC-MILE is to expand this educational missionall over the world, and to establish a global learning community within theinternet.And Japanese and Cambodian children created one story together. Weused a drawing application as a collaboration tool. This is also a method forcollaboration. With remarkable development of ICT, we are now able topursue various types of CCC-MILE without using computer and camera.As UNESCO Institute for Lifelong Learning mentioned, active democraticcitizenship is not the sum of information, knowledge and skills that we have,but the expansion of our personal and social identity. Therefore concept ofthe media and information literacy is expansion of the literacy; it will enlargeglobally the concept of citizenship.
