抄録	研究成果の概要 (和文) :地方分権化は就労支援政策においても進められているが、その理念と実践は労働法制・行政組織法と矛盾しており自治体と支援機関は構造的ジレンマを強いられている。しかし関係者はその相対的自立性によって、法やルールの柔軟な解釈や資源の転用戦略を駆使するとともに、社会本体の変革意識を有している。とはいえ労働市場に関しては、進んでいない。変革的ビジョンを解釈する文化的資源の不足が、政治的迷走を引き起こしている。
	研究成果の概要 (英文) : Even though decentralization has been advanced in the policy for supporting people for work, because of its ideal and practice contradict with the laws on labor and administrative organization, local governments and support organizations are forced structural dilemma. However, on the one hand, they interpret the laws and rules flexibly and appropriate resources on the base of relative autonomy, on the other, they are aware of the need of transformation of the whole society. But as for the labor markets, the process is slow. The lack of cultural resources to interpret the transformation-oriented vision has caused political wandering.
