In this research is tried the construction of a new learning model of "Community Learning" in social education research. In this paper, will be taken up the example of Fukaya-shi, Saitama Prefecture and be examined the process of "Community Learning". The example of Fukaya-shi is refereed in my book titled as "The Age of Cultural Cooperation" published in the 1989. It was one of the models of the cultural activities by the theoretical framework of "Cultural Cooperation" which were developing in the civic movement of the age from the 1970s to the 80s However, not only the example of Fukaya-shi but the associated movement which saw development in various places those days is put in a big turning point after the second half of the 1990s. In this research, it is aimed at building deployment of "Community Learning" as a new learning model in which a wide range of the whole nonprofit civic activities has been treated as fields for research after the 1980s. It is the subject of this research to clarify the change of the learning model from "Cultural Cooperation" to "Community Learning", and it is the problem concern about a case study of Fukaya-shi. Although the research is still the stage of a pilot survey, some points of argument which catch the changing process to "Community Learning" from "Cultural Cooperation" are noticed.
