In July 2009, the Japanese Immigration Control and Refugee Recognition Act (ICRRA) was amended, with the residence management system undergoing a major revision. Based on this, the Industrial Training and Technical Internship Program (ITTIP) was changed, and a new guideline was formulated. Although the purpose of the ITTIP is to support the development of human resources in the developing countries, some accepting organizations have employed industrial trainees and/or technical interns as low-wage labor, and many problems have occurred involving the human rights of trainees. The revisions of the ICRRA and ITTIP were intended to deal with these problems. This article examines the significance and the limitations of the revisions of the ICRRA and the guidelines for ITTIP, referring to the realities of industrial trainees and technical interns.
