In this paper we examined Hiraga Genai and his contribution to Japanese society and culture. To this objective firstly identified Hiraga as the herbalist. The herbalist was a kind of natural scientist originated China and they exceeded a tradition. In Japan, Yamatohonzou was written by Kaibara Ekiken. He made some highly critical remarks of “Hozoukoumoku”. At this point, we could say that Hiraga wanted to publish his scientific book like that of Kaibara, because Hiraga wanted to do the revolution and newborn of “World” including the nation. Since the herbalism is a kind of natural history and the essence of this study contains a lot of fields, it was necessary for Hiraga to act widely. He made an important base of Japanese society and culture in the 18th century, although he could not achieve his plans. In other words, Hiraga created a kind of World Wide Web of 18th century which was able to compete for the internet tools in 21st century and combine Japan with World.
