This is the second thesis following the "Establishment of the National Park System in Japan", which discusses how Chubu Sangaku National Park was established, which was one of 12 to have been recognized as a national park before the World War II. In the previous paper, two areas known as Kamikochi and Hakuba in Chubu Sangaku National Park are discussed, but this paper will examine two other areas such as Tateyama and Kurobe Valley. Tateyama has been known as a palace of religious pilgrimage since the early Edo era. It is said that by the end of this era, over six thousand people climbed Tateyama each summer and each journey would have taken three to four days. Since the Meiji Restoration of 1868, Tateyama has become one of the most important mountains for pilgrimages. As a result, the development of the mountain had begun. The railway track was laid but limited to the lower slopes of the mountain, which meant that the nature and mountain scenery were left untouched, as the climbing had continued to be done by foot until the twenty fifth year of the Showa era. During the Meiji era, Kurobe Valley was still a very unexplored region and the ordinary people did not go near it. However, in the eigth year of the Taisho era, the construction of a dam to generate electricity had began in the valley and a plan to develop a hot-spring resort was proposed in order to establish a tourist attraction in the region. From the end of the Taisho era to the early Showa era, countless campaigns against the development of power resources were carried out by both local citizens and members of the National Park Association to protect the natural beauty of Kurobe Valley. Although it was not possible to stop the development of the dam completely, the original plan was modified and a great deal of restrictions was imposed, therefore they succeeded in preventing the nature from being damaged significantly. It should be noted that this is one of the most influential demonstrations for national parks in Japan with regard to the protection of nature.
